Essential Element D of MD-715 establishes the barrier identification and elimination process as the means by which agencies will implement this regulatory requirement:Īgencies have an ongoing obligation to prevent discrimination on the bases of race, color, national origin,, sex,, reprisal,, and disability, and eliminate barriers that impede free and open competition in the workplace. 102(a)(3), federal agencies shall conduct a continuing campaign to eradicate every form of prejudice or discrimination from personnel policies, practices, and working conditions.
